The device connects to the server via an exclusive channel of unique ID.The device reports its IMEI at the first connection, and the server identifies the device IMEI by identifying the channel ever since.
The device and server communicate through this channel.
The identification of device should not be done by Sequence ID, but by the association of channel ID and IMEI.
